ATREE, along with Kerala Institute of Local Administration (KILA) organized a workshop for Panchayath leaders to discuss the possibilities of incorporating conservation principles into local self governance.

The workshop participants discussed the present state of Vembanad Lake and the deteriorating factors.  Panchayath leaders also pointed out various administrative and legal hurdles in efficiently intervening in local resource management. They pointed out that the absence of clear definitions of powers of District Administration and Panchayaths have been adversely affecting the implementation of the laws which are incorporated to Panchayath administration.
